About

The strategist behind every matter.

Gustavo Faz Palau advises and represents Mexican and foreign companies doing business in Mexico on international trade, customs, tax and corporate matters. He leads the firm’s practice from Tijuana.

He earned his law degree from Tecnológico de Monterrey, a master’s degree in tax law from Universidad Regiomontana and a graduate specialization in international trade and customs from Escuela Libre de Derecho. He has taught at several universities and has spoken at programs hosted by business organizations, customs offices and Mexican courts. He has also served as Síndico del Contribuyente (taxpayer liaison to Mexico’s tax authority) and as Comisionado Fiscal (tax commissioner).

“We defend every transaction from the day it is planned, not the day it is audited.”

Our Approach

Assessment

We review your operations and identify risks before the authorities do.

Strategy

We build the most efficient legal and operational strategy for your business.

Defense

We represent you before Mexico’s Ministry of Economy (SE), Tax Administration Service (SAT) and National Customs Agency (ANAM), from the first notice to the final resolution.

Practice Areas

Five practice areas. One goal. Keeping your business compliant and moving.

We manage your filings from start to finish. We prepare applications, track them in VUCEM (Mexico’s single-window trade portal), respond to agency requests and keep your programs and permits in good standing.

  1. Tariff Classification & Origin

We determine the tariff classification and origin of your goods before the authorities challenge them.

    • Tariff classification and NICO codes
    • USMCA rules of origin
    • Tariff planning and mitigation
    • Advance rulings
  2. Customs Programs & Permits

We obtain the permits and programs your operations depend on, and keep them in good standing.

    • Rule 8 (Regla Octava) permits
    • Automatic import notices (AAIPS)
    • IMMEX and PROSEC programs
    • Duty drawback
  3. Regulatory Proceedings & Trade Remedies

We defend you when a program or a shipment is at risk.

    • IMMEX cancellation proceedings (IPC)
    • Antidumping investigations
    • Antidumping and countervailing duties (AD/CVD)
  4. Customs Compliance & Audits

We audit your operations before the authorities do.

    • Preventive compliance reviews
    • Customs due diligence
    • Annex 24 & 30 inventory control
    • VAT/IEPS certification and Authorized Economic Operator (AEO)
  5. Tax & Customs Litigation

We represent you from the first audit notice through final appeal.

    • Customs seizure proceedings (PAMA) and on-site tax audits
    • Tax assessments
    • Administrative appeals
    • Annulment actions before the Federal Court of Administrative Justice (TFJA)
    • Amparo (constitutional) proceedings
